Scoop: Ryan Zinke has notified the White House he intends to step down as interior secretary.

Concern about legal costs and scrutiny of his travel, political activity and potential conflicts of interest were factors in Zinke’s decision, I’m told.

Plan is to announce Wednesday.

Trump's palpable desperation to name a new Chief of Staff is underscored, in surreal manner, by Mulvaney's insisting on "interim" title, and by Mulvaney on record calling Trump a "terrible human being".

While I can't prove it, I brim with confidence when I speculate that no POTUS has ever appointed a COS who is on record calling that POTUS a terrible human being.
