There are dogs not quite bright enough to figure out that each bark produces a shock. They bark, feel the shock, and then bark because they are in distress.

Plus, I think he may truly believe he is telling the truth when he makes some of his outlandish claims. I've been saying for year that you guys should hire Elections Canada to teach you how to run an election properly.
