Isn't the relevant question whether US wine producers are hurt by the tariff discrepancy?
It's an EU tariff, not French, and the discrepancy is $.25/750mL or less. So I would say it's more about his feelings than any real economic issue.

- Matlock... Ok, he's a fictional character (and the actor who played him is dead). But hey, Trump probably saw him on TV and isn't smart enough to recognize that he wasn't a real lawyer
- Lionel Hutz... Another fictional lawyer (actually a cartoon), but hey, at least Trump would look relatively normal next to him

The EU as a whole imports something like $500 million of US wine per year. I'm not sure why you think the French wouldn't want much of that.

I'm not really interested in speculation about Trump's motives, but US winemakers have been complaining about the tariff difference for years. It may seem like small amounts of money to you, but actually wine producers care about it quite a bit.
“The US charges 5 to 14 cents a standard bottle on EU wine … The EU charges 11 to 29 cents a bottle on American wine. So there is a slight disparity. However, not the level that the President seems to imply here,” said Michael Kaiser, vice president at the Wine Institute. “We would support a trade agreement that would make the tariffs more equal, however we don’t want to see this lead to another trade war like we are seeing with China.”
