The laws in Wisconsin are written such that they do not make it illegal for Kyle, a 17 year old, to openly carry a rifle. If you want to argue the ambiguity of this statement you can call this lawyer John Monroe, a Dawsonville, Georgia, lawyer who specializes in gun-rights cases
