The first page of a google search attributes it to Carl Sagan, Richard Dawkins, Isaac Asimov and Bertrand Russell amongst others.
It seems to have been popularised by space engineer and CSICOP Fellow
James Oberg, but according to
this article he just improved on a phrase he heard from someone else. He doesn't remember who it was, and I don't suppose we'll ever know.

Oberg can’t remember just where he first saw it. All he knows for certain is that he began to use his version in the mid 1970s, when he was working with SCICOP debunking UFO claims.
