If it is a facility that provides lockers, the lockers would have to be on some type of carrousel system. So you could access your locker no matter which cubicle you are in.
If the facility does not have lockers it would be even cheaper.
So the only real other answer is, tradition.
Or you could carry your stuff from the cubicle to the locker... We have a bench and hooks to rest your stuff on so you don't have to put it on the floor.
