But in Congress the opposition party is always biding time for when their party gets control. Why pass a bill that you disagree with when you have the chance of changing the whole game next election and getting what you really want?
This has always made a lot of sense to me. The winner takes all elections does not encourage compromise and add in some of the gerrymandering making the issue worse.
