Ah, that's a good one. Relatively easy to implement, popular on both sides of the aisle, even if for different reasons, and that popularity has been increasing of late so the momentum is already there, saves money which the Republicans should like, and eliminates a lot of unneeded policing and prison sentences which the Democrats would like.
