No this is not the first time the US passed 4,000+ deaths in one day but they've all happened in the past seven days. See the chart below from
Worldometer We passed 4k deaths in a single day for the first time on January 6th, 7th and 8th. Then deaths declined for several days until the 12th. On the 10th (Sunday) we 'only' recorded 1,862.
The current US administration lost interest in all this some time ago.
