The king is talking about the constitution and tradition. His sister is claiming that she renounced her titles and is thus an ordinary citizen but she's still at many events the include members of the royal family.
The larger problem was going to be the lese majeste laws. The current government has prosecuted people for offending the monarchy simply because they spoke in opposition to government decrees that had the royal nod. All laws and decrees ultimately get the royal approval as they can't be formalized, otherwise. By this logic applied by the junta and their NCPO, therefore, any legit criticism of any act of the government can be considered a lese majeste violation.
