The official word is that this was always planned. What they don't explain is why the chief-of-staff was on a foreign trip in the first place. Probably Reince's old RNC chairman contacts with the money boys in the region plus they were all jockeying to be able to join His Orangeness, knowing that with Donnie Tee, out of sight is not only out of mind but can mean out of a job.
