It always stuns me how leadership often try to slip out from under their responsibility in a crisis.

That sounds like the grossest kind of negligence. I would think a buddy system and a radio would be about the absolute minimum for a place like that. And it wouldn't work for all animals, but pepper spray would stop a lot of them.

She did have a radio but she couldn't operate it in the attack. But yes, it is very difficult to imagine why anyone would be allowed to enter the wolf enclosure without at least one escort.

I worked myself in an open-air zoo some years ago and we NEVER entered the lynx enclosures alone. They occasionally attacked from behind in a playful (but menacing none-the-less) manoeuvre and were deadly if they had a mind to do you in. Some were as large as a 'standard' size poodle.
