Jupiter was a martian project, they were trying to make a 2nd sun but ran out of material in the solar system

They just buy liability insurance for any "excessive" height. It's cheap, like $200 an inch (or millisegmoid or microradsec or whatever they use on Mars). MarsNY Life™ has a popular plan I've heard. I think Elon Musk owns the company. Bought it with his saved up lunch money. The insurance doesn't actually help the policy holders in any way but they think it does and that's all that matters.
