It is generally a term used to justify racist policies to ensure that a large swathe of an "undesirable" populace are kept subservient.

It is not clear that affirmative action gets the results intended. I agree that leveling the playing field has not happened many places, but it will never be achieved in New Zealand by maorification and maori control which is the explicit aim of John Tamihere now it seems.
