A prescription issued to me by a doctor in Norway is only valid in Norway, and not even in EU/EEC countries.

People go to Canada from here for cheaper drugs, sometimes in busses. A doc on the Canadian side simply rewrites the prescription.

You've missed the significance of this. Trump has humbled the super-powerful drug companies by forcing them into this meeting, which they really didn't want to have because they know they'll be facing off against the greatest deal-maker in the history of the entire world and he'll screw them good.
