Seems like there would be numerous witnesses to that woman's shooting to give statements to reporters. Any details yet? Did she point a gun at the cops, or what?

It is relevant. You said, twice, that he can't without names. Carter's order says "all persons" without naming a single one of them. You didn't say "without charges".

That would require planning if it were purposeful whereas stupidity in not realizing the crowds might get out of hand is all one needs for not purposeful.

They knew this was coming. There has been talk of a possible coup for months.
Trump previously told the Proud Boys to "stand by". Giuliani called for a "trial by combat". It was known there would be protestors. That there would be militia groups there. Trump called on the protestors to go to the Capitol. They knew this was coming.

We have more security at our annual town barbeque.
D.C. prepared for the protests, but the focus apparently largely on Freedom Plaza, a park near the White House where the major demonstrations were scheduled, and the Mall. I don't think anybody expected Trump to tell them to march on the Capitol. They probably should have.
