Maybe, but he quit to spend more time with his shepherd's hut the moment the poison went in, it's the rest of them that have fought like rats in a sack for a good long draft of that Cool -Aid.

If you’re talking tariffs, then yes. However, there are a few things the government can do: for instance, it can provide training for people on how to export and what paperwork is needed, it can seed fund trade associations which help with identifying markets overseas and then marketing to them, it can introduce potential exporters to clients overseas, it can persuade other governments to reduce tariff and non-tariff barriers, and it can make the UK’s export customs procedures easier within the constraints of the WCO and the receiving country’s requirements.

Is there going to be any increase in funding for DBT and HMRC to do these things?

He is not, but he is working hard to not scare potential Tory voters back to Sunak.

I know that people claimed that Blair was a Tory, but with things like Sure Start, he did actually tackle poverty and lack of opportunity

Alternatively it could organise 'trade missions' to give the foreign secretary somewhere more exotic to bang his American 'bit on the side' than her Shoreditch flat help internet startups

It could also join the world's largest free trade area, which is right on its doorstep and contains many of its most important trading partners.

I'm sure I read in the Telegraph that it's far more sensible to join a smaller one on the other side of the world that has no particular need of our goods & services.
