More than just 'pushed' - Mattis literally lied and said it was being used in action, when this was not true. Army was exploring setting up a study, no deployment or even purchase of stock at that point (or since). He was hired to the board of directors around this timeframe.

He's not mentioned in the [SEC public release of charges].
