Guilty as charged!
Another possible factor is Republicans fraudulently targeting people who live in certain areas for removal from voting lists. In such cases you would only expect to see large lists in places the Republican fraudsters are actively targeting. The number of confirmed cases of Republicans fraudulently removing suspected Democrats from the voting lists VASTLY outnumbers even the highest reasonable estimates of cases of actual voter fraud.

The debunked claim of "voter fraud" comes up time and again and gets argued out to the same conclusion (it didn't happen), while the real fraud, on the counting side, is ignored by most people.

Let's just forget about democracy. It's stopped working. Huge, couch-lounging swarms of eligible voters don't even bother. Then, when some of them do get motivated by an avalanche of Russian lies to get off their asses and vote, congress gets filled up with tea party saboteurs and Trump and Bannon end up in the white house.

Let's just get this over with. Stop beating this dead horse. Too many people don't want democracy, and it cannot work when they don't want it.

Russia seems to have a functioning oligarchy. Let's just surrender to them.
